Summary

This position is located in the Agricultural Research Service (ARS) National Agricultural Library (NAL), in Beltsville, MD.

The incumbent serves as the Program Leader for the Nutrition and Food Safety Program, and in that role is responsible for planning, directing and evaluating program requirements, activities, and functions of NAL's specialized information centers in nutrition and food safety.

  • Interact effectively with a wide range of individuals representing widely divergent and sometimes conflicting point of views.
  • Negotiate, collaborate, and form partnerships and customer relations with federal, non-federal, national and international partners in order to further the aims of the program and attract external resources.
  • Ability to negotiate effectively with management to establish and implement recommendations.
  • Knowledge of data collection, evaluation, and analysis methods to synthesize user input and apply it to the conceptualization, planning and evaluation of information programs, products, and services.
  • Ability to plan, organize, and direct staff work.
  • Skill in interpreting broad general legislative and regulatory policy guidance to determine their effects on FNIC, Nutrition.gov and FSRIO budgets and activities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:
Education: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled. Related degrees may include a Bachelor's of Science in Nutrition and a Bachelor's of Science in Clinical Dietetics and Nutrition.

OR

Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field;

OR

A combination of education and experience as described above.

AND

Specialized Experience: Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are:

Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience in nutrition or food safety; managing informational programs and operations on the subject of nutrition or food safety; and experience in nutrition related communications, partnerships, information management or project management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This Supervisory Technical Information Specialist will serve as the program lead, overseeing the following nutrition and food safety website and programs for the National Agricultural Library: Nutrition.gov, Food and Nutrition Information Center (FNIC) and the Food Safety Research Information Office (FSRIO). This position will lead strategic planning and implementation of these programs, including partnership development, information collection, management and dissemination, outreach and communications, management of websites, and overall project management. The individual in this role will also serve as the project manager on web development projects and in collaboration with web developers and designers, and will formulates long-range policies and guidelines for the program.
